If they get all the drugs off the streets, wouldn't that just make the population healthier and bring down the census and be bad for business?

Short answer is no. It might do it for a short period, but we are not immortal and eventually life still catches up with us all. We will just have older, healthier patients that will than become even older unhealthy patients. So instead of 40 being the new 30, it will be 70 being the new 50 which was used to be 40.... In other words, the average age in the hospital would increase but the work-load would not drop.
